Double jeopardy and the ICTR

Belgium, at Rwanda’s request, is going to investigate Bagambiki for crimes of rape. This despite the ICTR acquitting him for genocide and crimes against humanity. Rwanda won’t succeed, but it isn’t a good showing for international criminal justice.
